Human trafficking.
Interesting fact – human trafficking agents focus on women only – not young disabled men
Human Trafficking DEFINED by Homeland Security:
A crime that involves exploiting a person for labor, services, or commercial sex.
The Trafficking Victims Protection Act of 2000 and its subsequent re authorizations define human trafficking as:
a) Sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age; or
b) The recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. (22 U.S.C. § 7102(9)).
The key words highlighted below fit Casey’s dilemma:
Harboring – keep in one’s possession – family visitations limited to public places only – WHY?
Obtaining a person – the Washoe Court basically sold Casey to Creative Possibilities of Northern Nevada
For services, through use of force, fraud or coercion – Steven Hockenberry, who has no experience investigating, wrote fraudulent reports to the court
For the purpose of subjection to involuntary servitude or slavery: the service Casey provides is the money paid to keep him in prison.
Slavery defined: a condition compared to that of a slave in respect of exhausting labor or restricted freedom.
So, I contacted the Human Trafficking hotline.
After several questions regarding Casey they said:
‘…, but we assist when someone is being forced to work in a job or engage in sex for money and it sounds like your nephew could be being assaulted by someone at the group home without any knowledge that person is making money off your nephew in any way.’
Remember, Casey is 24 – WITH THE MINDSET OF A 9-YEAR-OLD BOY!

‘Ike’, an OIG investigator, called Casey’s mother.
He said that Casey’s rights were violated.
The issue of human trafficking came up.
The phone call lasted an hour.
‘Ike’ said that an investigation was warranted. He had to talk with his supervisors first.
He’d call back the next day.
‘Ike’ never called back.
Casey’s mom called him. Again. and. Again.
FINALLY she reached ‘Ike’
‘Ike’ told her that the case was referred back to the state ‘Medicaid’ office!
Why?
The Nevada state Medicaid office will not – has not investigated Creative Possibilities of Northern Nevada!
The prison still gets Casey’s Medicaid.
BUT
The prison does not give Casey his medicine.
The prison does NOT take Casey to the doctor.
WHAT IS CASEY’S MEDICAID BEING USED FOR?
NO OVERSIGHT FROM THE OIG!
